No permitirán que puedan ofrecerse en las redes sociales
Un proyecto de ley impulsado por el Poder Ejecutivo busca combatir el robo de autopartes y cubiertas de vehículos en Mendoza. El jueves por la mañana, el ministro de Seguridad, Gianni Venier, dio detalles de la iniciativa en la Legislatura.
Se trata de uno de los anuncios que hizo el gobernador en la última Asamblea Legislativa, el pasado 1 de mayo. El miércoles, la Comisión de Legislación y Asuntos Constitucionales recibió al ministro Gianni Venier y a los fiscales especiales de Sustracción de Automotores para conocer los detalles de la propuesta.
Para el funcionario, la iniciativa tendrá un alto impacto al ampliar las penas contra estos delitos. En diálogo con Canal 9 Televida, el funcionario destacó: “Este delito que tiene baja punibilidad, nosotros con la gestión del sistema, con la retención y destrucción de la pieza robada rompemos el objeto del delito y con eso hacemos disuasión y prevención de un delito que hoy molesta a toda la ciudadanía”.
Para Venier, uno de los puntos destacados de la iniciativa es que desactivará el comercio ilegal por medios electrónicos. Ya no se podrán ofrecer autopartes a través de páginas de internet o redes sociales sin contar con una habilitación correspondiente.
“Todo el que ofrezca una pieza tiene que la autorización del Rudac, que es imposible que la obtenga a menos que se constituya como desarmador con la autorización que la institución nacional requiere. Es decir, de aquí en más sancionada, aquella venta de la autoparte por internet que no tenga el número de autorización expreso, claro y visible estará incurriendo en el delito y activará el procedimiento de la policía y fiscales para ir a buscarlo, quitarle la pieza, destruirla e iniciarle un proceso”, completó Gianni Venier.
En el proyecto se establecen, entre otros puntos, los protocolos de actuación que rápidamente ponen en acción las unidades fiscales. Además se determina que una vez que se toma contacto con autopartes o neumáticos robados puedan ser destruidos rápidamente, algo que intenta cortar la cadena comercial del delincuente y generarle un fuerte impacto económico.
Por su parte, Mauro Perassi, de la Unidad Fiscal de Sustracción de Automotores explicó: “Establece un registro específico para este tipo de autopartes y neumáticos, esta es una herramienta fundamental porque podemos destruir algo que está prohibido, que nunca se va a reutilizar ni por el Estado ni por nadie, porque no está permitida su reutilización y la ley dice que deben ser destruidas. Esta herramienta nos permite destruirlas rápido”.
